How the rules table is built
Each line on CBP's Metals HTS List becomes one row with its annex, the applicable metal(s), the rate tier and Chapter 99 heading, the effective date, whether the 15% de minimis is available (not for chapters 72, 73, 74 and 76), and the source URL. How the 15% calculation works
The calculator adds the weights of the components made of the applicable metal(s) for the HTS line and divides by the total article weight. Only metals CBP's list names for that line are counted. The result qualifies only if it is strictly less than 15%; exactly 15.00% does not qualify. Lines in chapters 72, 73, 74 and 76 are excluded. The applicable-metal weight in kg is the second quantity reported when 9903.82.03 is claimed (CSMS #68253075). The calculator is covered by unit tests, including CBP's 8302.10.60 example and the exact-15% case.

Your licensed customs broker decides classification and files the entry. We reproduce published lists for codes you look up; we do not determine classification, origin or duty treatment.
