Since 6 April 2026, Section 232 duties on listed steel, aluminum and copper derivatives are charged on the full customs value (CBP CSMS #68253075). Listed goods outside chapters 72/73/74/76 whose applicable metal is less than 15% of the article's weight owe 0% under 9903.82.03 — if you can back the number up. The data problem

CBP expects the aggregate metal weight in kg as a second quantity whenever 9903.82.03 is claimed (CSMS #68253075). Brokers still email clients spreadsheet declaration forms (example), and suppliers often can't say where their metal was smelted (example).

The deadline problem

From 14 September 2026 ACE rejects entry summaries for four copper-cable lines when copper smelt and cast countries are missing (GHY summary of CSMS #69711865). The rules changed again on 8 June 2026 (CSMS #68855869).

The money

Listed tiers run 50% (Annex I-A), 25% (I-B) and a temporary 15% total (Annex III) on full value. On a $40,000 container of a 25%-tier product, qualifying for the 0% de minimis is a $10,000 difference — per shipment.

FAQ

Do you tell me which HTS code my product is?

No. Classification of specific imports is customs business for a licensed customs broker. You give us the codes you already use; we report what the published CBP list says for those codes and collect composition facts from your suppliers.

Is exactly 15% "under" the threshold?

No. CBP's guidance says the metal must be less than 15 percent of the article's weight (CSMS #68253075). Our calculator treats 15.00% as not qualifying and warns you within 2 percentage points either side.

Which metals count toward the 15%?

Only the metal(s) the annex names for your HTS line. If a line is listed as both an aluminum and a steel derivative, aluminum + steel weights are added together; copper is not, unless the line is also listed for copper (CBP's example is 8302.10.60).

Where does your scope data come from?

From CBP's Metals HTS List attached to CSMS #68855869 (effective 8 June 2026), versioned against the April list. Every scope page links its sources and shows when it was last verified.
